1. BACKGROUND

Çorlu Chamber of Commerce and Industry is implementing the project "Strengthening Innovation-driven Start-up Ecosystem" within the framework of the Türkiye-EU Business Dialogue II (TEBD II) Grant Scheme. The project aims to enhance the local entrepreneurship landscape by establishing a structured and internationalized mentorship model.

2. OBJECTIVE OF THE ASSIGNMENT

The Contracting Authority is seeking a Consultancy Firm to provide technical expertise in conducting a comprehensive needs assessment and developing a customized Mentorship Curricula and Manual. This service will form the technical backbone for the upcoming networking and matchmaking activities.

3. SCOPE OF WORK

The selected consultancy firm will be responsible for:

• Needs Analysis: Designing and implementing a methodology to analyze the gaps in the Çorlu start-up ecosystem, covering at least 110 participants (60 start-ups and 50 institutional stakeholders).
• Curricula Development: Designing a training and mentorship framework based on the analysis results and international best practices.
• Mentorship Model Manual: Authoring a comprehensive, practical guidebook in both Turkish and English.

4. DELIVERABLES & TIMELINE

The assignment is expected to commence in late March 2026 and conclude by July 2026.

1. Final Needs Analysis Report: Due by 01 May 2026.
2. Final Mentorship Model Curricula and Manual: Due by 31 July 2026.

5. REQUIREMENTS FOR THE CONSULTANCY FIRM

• Legal Status: Must be a legally registered consultancy firm or organization.
• Professional Experience: Minimum 5 years of corporate experience in regional development, entrepreneurship, or business consultancy.
• Team Qualifications: The assigned expert(s) must hold a university degree and have a proven track record in EU-funded projects and bilingual reporting (Turkish/English).

6. FINANCIAL TERMS & VAT EXEMPTION

• Total Budget: The maximum budget for this service is 2,700 EUR (VAT Excluded).
• VAT Exemption: Pursuant to the Framework Agreement between the EU and Türkiye, this procurement is exempt from VAT.
• Payment: 100% payment will be made upon the successful submission and approval of all final deliverables.
